RESUMEN

La relación entre la transparencia en los procedimientos de contratación pública y el riesgo de soborno en una entidad pública del cantón Latacunga durante el periodo 2021-2024 es objeto de estudio en esta investigación actual. Se implementó un enfoque mixto descriptivo-correlacional, a través de encuestas aplicadas a 326 participantes involucrados en procesos de contratación pública, que incluían servidores institucionales y proveedores. Este análisis se complementó con la evaluación documental de cuatro informes de auditoría publicados por la Contraloría General del Estado. Los datos cuantitativos se procesaron por medio del coeficiente de correlación de Spearman y la estadística descriptiva, en tanto que los datos cualitativos se analizaron a través de la categorización temática de descubrimientos institucionales. Los resultados muestran que la percepción de transparencia es alta (media = 3,80) y que el riesgo de soborno es moderado (media = 3,11). Sin embargo, el análisis de correlación no reveló una conexión estadísticamente significativa entre las dos variables (ρ = -0.027; p > 0.05), lo que señala que la disminución del peligro de soborno no está directamente relacionada con la transparencia percibida. El análisis de documentos evidenció falencias estructurales a lo largo de todas las fases del proceso contractual, sobre todo en la etapa de ejecución, en la que se detectaron problemas como pagos no debidos, falta de control, escasa trazabilidad y discrecionalidad al tomar decisiones. En conjunto, los hallazgos evidencian una brecha entre la transparencia formal y la efectividad de los mecanismos de control, concluyendo que la transparencia por sí sola no es suficiente para prevenir prácticas indebidas.

ABSTRACT

The relationship between transparency in public procurement procedures and bribery risk in a public entity in the Latacunga canton during the period 2021-2024 is the subject of study in this current research. A mixed descriptive-correlational approach was implemented, through surveys applied to 326 participants involved in public procurement processes, which included institutional servants and suppliers. This analysis was complemented by the documentary evaluation of four audit reports published by the Office of the Comptroller General of the State. Quantitative data were processed using Spearman's correlation coefficient and descriptive statistics, while qualitative data were analyzed through thematic categorization of institutional findings. The results show that the perception of transparency is high (mean = 3.80) and that the risk of bribery is moderate (mean = 3.11). However, the correlation analysis did not reveal a statistically significant connection between the two variables (ρ = -0.027; p > 0.05), signaling that the decrease in bribery risk is not directly related to perceived transparency. The analysis of documents showed structural shortcomings throughout all phases of the contractual process, especially in the execution stage, in which problems such as undue payments, lack of control, poor traceability and discretion in decision-making were detected. Overall, the findings show a gap between formal transparency and the effectiveness of control mechanisms, concluding that transparency alone is not enough to prevent improper practices.
