Budget planning and its impact on the operational efficiency of the Decentralized Autonomous Government of the Parish of El Anegado

ABSTRACT

This research, entitled: Budget planning and its impact on operational efficiency in the Decentralized Autonomous Government of El Anegado Parish, addresses the problem of how budget planning affects the operational efficiency of this entity, considering that a weak articulation between the two can affect public management and the fulfillment of territorial objectives. The perennial objective was to analyze its impact, identifying existing limitations and their impact on institutional execution. Methodologically, the study was developed with a mixed approach, applying surveys to GAD staff and an interview with its president. This allowed obtaining quantitative and qualitative data that provide a view that, although 100% of staff recognize that annual budget planning is carried out, 30% participate in its preparation; 60% consider it partially aligned with the Development and Territorial Planning Plan (PDOT); and 80% affirm that indicators are not used to evaluate institutional efficiency. These conditions limit the real impact of the budget on improving operational processes. I argue that, although formal budget planning exists, it lacks essential technical and strategic elements to ensure efficient management.
